A PERSPECTIVE ON THE ACADEMIC PRODUCTION OF BRAZILIAN MUNICIPAL HEALTH DEPARTMENTS

To ensure the quality of services provided by the Unified Health System (SUS), the municipal level adopts strategic planning as an essential management tool, implemented through the Municipal Health Plan (PMS), which guides actions to meet the population’s demands fairly and effectively. In this regard, the research aimed to analyze the perspectives of academic production on the PMS from 1999 to 2024, seeking to deepen knowledge about public health planning and its management tools. The research is characterized as qualitative, descriptive, documentary, and with exploratory elements, with content analysis based on Descending Hierarchical Classification (DHC) and Correspondence Factor Analysis (CFA), using the IRaMuTeQ software. The theoretical framework addressed public health planning and highlighted the PMS as the main management tool, based on SUS legislation. The results revealed three thematic axes: social control and participation, convergences and divergences, and academic applicability. The study points out challenges such as resistance to change, resource scarcity, and the disconnect between theory and practice, reinforcing the importance of institutionalizing the PMS as a s trategic tool.
